Program History:  

The city of Winnipeg is located at the junction of the Red and Assiniboine Rivers, almost at the very centre of North America. The northern section of the city includes the communities of North Point Douglas, Lord Selkirk Park, and William Whyte, where people of Aboriginal descent make up over 70 per cent of high school families. 

The neighbourhoods of North Point Douglas, Lord Selkirk Park, and William Whyte wrestle with many of the characteristics common to economically disadvantaged communities, such as poverty, a disproportionate number of low-income families, and violence. They are also communities that are in the process of transformation, with residents who desire and are working to create positive change. In 2010, the Pathways to Education program launched in Winnipeg in partnership with the Province of Manitoba, the Winnipeg School Division, the University of Winnipeg, and the City of Winnipeg.

The catchment area of the Winnipeg Pathways to Education program is within the northern section of the city and includes the communities of North Point Douglas, Lord Selkirk Park, and William Whyte.

• 7.3% % recent immigrants

• 23% Aboriginal youth 

• 19.3% visible minority population 

• 39.3% single-parent households

As host of the Pathways program in Winnipeg, Community Education Development Association works with inner city residents and groups to provide community development services including assistance in the areas of local development, social planning, and social action. 7.

• 44% of households are considered low-income 

• 11.4% of youth aged 20-34 have taken some post-secondary education

• 9.45% youth unemployment rate 

• 10% adult unemployment rate
